How it works:

• The system will find all matching coding instructions
• Results are ordered by specificity (most specific first)
• The first result is the instruction that would be applied

Specificity Scoring:

• Payer match: +4 points
• Specialty match: +2 points
• State match: +1 point
• Wildcards (*) don't add points

Priority:

• Lower priority numbers take precedence
• Used to break ties between equally specific rules
